Robert
Everett Mills has spent several years as a legislative consultant following a
sixteen-year career on professional staffs of the United States House of
Representatives and the United States Senate.
Mr. Mills began his
career in 1973 in the U.S. Congress as a Legislative Assistant to the late
Representative Gillis W. Long (D-Louisiana).In 1974, he accepted a position as Legislative Assistant on
budget and appropriation issues with Senator William Proxmire (D-Wisconsin),
former Chairman of the Senate Banking, Housing and Urban Affairs Committee and
former Ranking Member on the Senate Appropriations Committee.
Mr. Mills assumed
the position of Assistant Staff Director of the Subcommittee on Veterans
Affairs, HUD and Independent Agencies from 1975 to 1981.In January 1981, Mr. Mills took over
the role of Minority Democratic Staff Director of the Senate Appropriations
Subcommittee on Treasury, Postal Service and General Government under the
Ranking Minority Member, Senator Dennis DeConcini (D-Arizona).Finally, in 1987, Mr. Mills became the
Majority Staff Director of the Subcommittee on Treasury, Postal Service and
General Government under the Chairmanship of Senator DeConcini.
Mr.
Mills received his Bachelor of Arts degree from the University of Maryland at
College Park in 1971 and a Masters Degree in Legislative Affairs from George
Washington University in 1979.In
1988, Mr. Mills received his Juris Doctor from the Georgetown University Law
Center.
